Regional Procurement Director Position


General Position Summary

The Regional Procurement Director (RPD) will be a part of the Operations team responsible for providing the Regional Operations Staff  and Preconstruction with visibility to the subcontractor market, providing a view of subcontractor capabilities, financial and safety ratings, performance metrics on past and current Skanska projects and an overall view of subcontractors’ total capacity vs. current projects.  The RPD will “connect the dots” across all of the projects within the region with respect to subcontractors currently being utilized and their performance.  Key responsibilities will include gathering subcontractor information and maintaining the information in a database that is easily accessible in the office and in the field throughout the Metro NY Region.  This database will evolve over time to include subcontractor performance metrics that can be used to build a performance scorecard.  In addition, the RPD will be responsible for driving consistency in the procurement process throughout the region.  Specifically, the RPD will ensure use of the most up-to-date contract documents, identify systems/methods to improve the efficiency and consistency of the procurement process and train the operations staff, as needed, on best procurement practices.  This position will work closely with preconstruction, prequalification, legal, MWBE compliance and insurance groups and should be able to train and mentor others.


Major Duties & Responsibilities:

  • Provide visibility to subcontractor activity and performance across the region.
  • Manage key relationships between Skanska and regional subcontractors.
  • Maintain a database of subcontractor information which will include current projects, dollar values, capacity, performance metrics and key contacts.  Help to identify and develop a standard database for capturing subcontractor data which can provide “dashboard” indicators and performance scorecards.
  • Drive consistent procurement and contracting processes across the region.  Work closely with legal team to ensure use of up-to-date contract documents.
  • Work with Metro NY operations team to identify information needs with respect to prequalification metrics and integrate into an overall subcontractor management program.
  • Actively manage the subcontractor base within the region.  Identify additional sources within building divisions where capacity is needed, especially within the MWBE community.

Education and/or Experience:

  • 8 - 10 years of experience in leading procurement or supply chain management teams with at least 5 in construction management industry.
  • Proven record of delivering results in a complex business
  • Experience in building, developing, and leading cross-functional teams in a matrixed environment
  • Bachelor’s Degree – Accounting, Engineering, Construction Management or equivalent
  • MBA or Advanced degree strongly preferred




The Regional Procurement Director will report to the  Senior Vice President of Operations, Metro NY.



Work Environment/Job Conditions:

This job may be performed in the office or on the jobsite and requires frequent sitting (often working on a computer), frequent walking, standing, bending, and reaching.  Due to computer usage, there may be repetitive motions of the hands and wrists.  He/she must be able to navigate the jobsite and is expected to be able to comply with all safety regulations in the office and on the jobsite.
