The Director of Strategic Procurement will Team with the National Supply Chain organization to leverage relationships and national agreements directly with the manufacturers of large electrical and mechanical equipment.  Some of the benefits derived from these relationships include:

5.      This position will be responsible for the following bid packages: Building Automation (HVAC Controls, Fire, Security, etc.), HVAC Mechanical Equipment, Switchgear and Generators.



Major Duties and Responsibilities

As the lead interface to the National Supply Chain team, the Procurement Manager will project manage multiple procurement packages activities to ensure they meet schedule and budget.   Additionally, working with LaGuardia procurement lead, will work to create metrics to track the progress of the National Supply Chain procurement of large mechanical and electrical equipment.  The Procurement Manager will:

1.     Work with cluster technical leads and engineers to create Exhibit As in support of bid package development

2.     Work with WSP/PB to coordinate specifications and align design docs  schedule with bid package schedule (See included sourcing milestone schedule matrix)

3.          Primary interface between National Supply Chain and the Mechanical and Electrical Cluster team:

a.          Attend regular cluster meeting

b.          Take appropriate action items to national team

c.          Communicate requirements from national team to the clusters

d.          Support the development of contract documents for national manufacturers

4.        Align the latest budget requirements with the most current estimate and the target cost for equipment manufacturers

5.        Perform cost benefit analysis for prefabrication vs. traditional procurement and installation opportunities

6.          Coordinate manufacturer face to face meetings from initial bid invitation, proposals, descope meetings, etc.

7.      Ensure LGA specific terms and condition flow downs are incorporated into manufacturer’s bid packages

8.          Manage the development of a construction consumables and PPE support plan leveraging the national supplier relationships.  Deliver a vending solution that subcontractors can utilize.

9.          Align the de-scoping/bid leveling process with the national supply chain leads to analyze against any local suppliers and make final sourcing recommendation including MWBE tradeoffs. 

10.       Work with Skanska PCI and LGA prefabrication lead to develop cost benefit analysis around prefabrication opportunities and make recommendations to LGA leadership, potentially including:

a.          Integrated electrical  panels

b.          ATS equipment

c.          Overhead equipment racks

d.          Equipment skids

e.          MDF/IDF Rooms

f.           Control Rooms

11.       Coordinate submittal package reviews with WSP/PB at the time of sourcing recommendation

12.       Manage the timing and logistics of equipment pre-purchase and delivery, in alignment with the overall project schedule and risk mitigation strategy.

13.       Ensure overall quality requirements are translated into bid package and measure performance.

14.       Work with LGA Procurement Lead to develop metrics for the National Supply Chain deliverables

Education and Experience

·        10+ years of experience in leading professional procurement and/or supply chain management teams in a continuous improvement environment.
·        Proven record of delivering results in a complex business
·        Experience in building, developing, and leading cross-functional teams in a matrixed environment
·        Undergraduate or advanced engineering degree. 
·        MBA or Advanced degree strongly preferred
